I have filed the 1-130 and now it is in the hands of nvc,my question is my wife has changed her mind and wants my 9 year old step son to come also,how do I file for him as I already have my wife's visa filed and waiting for nvc.

You send the I-130 for him (with all necessary documents... the instructions for the I-130 state exactly what's needed) along with a photocopy of the NOA1 and NOA2 and a request to expedite because the mother's case is already at the NVC. Do not do anything else with the mother's at the NVC until the son also reaches the NVC. Keep in contact with them, but don't pay bills or send AOS or IV packages.
