No. Their allotment of EC votes is based on total population. Congressional district boundaries have nothing to do with it.

You're mistaking the way the TV networks report the results with how the results are actually counted. Congressional districts play no role except in states (like Maine and Nebraska) that allot EC seats by CD. Ohio does not, Ohio is winner-takes-all.
