Maybe she means OWWA? Did she attend the PDOS before her flight? Overseas workers are also required to attend a PDOS.

Hello there! Here are some information that might help ur friend.

Working visa is usually processed thru POEA (Philippine Overseas Employment Agency) in the Philippines before he can travel. If the work visa was issued directly to him without going thru an agency, he should go to POEA and process his papers under "Name Hire" (direct hire) department at POEA. He should bring the original visa, original contract (signed between him and employer), passport, etc. (he can look at the requirements for processing name hire on POEA website www. poea.gov.ph). He should undergo a complete medical check-up on any clinic accredited by POEA and attend the PDOS (Pre-Departure Orientation S.....). If his papers has been processed by the POEA... All documents he will need at the airport to travel to his work destination will be given to him...

These are the only details i know....
