What country are you a citizen of? That governs what visas are available to you but generally you can't get a work visa without having a company sponsor you in some way and your chances of adjusting status while in the US are not very high.

Am in US now on B2 visa and would like to stay here.is it possible for me to change my B2 visa to work visa while in US.if yes how can I go about it.thanx

Not unless you have a job lined up with an employer who/that would sponsor a H1B visa. Just changing it with/for no reason would not be feasible.

As far as I am aware Belize doesn't have a special visa category available so you would need a H1 visa but the cap on H1 visas has already been met for the year and to get a H1 you would need a specialty occupation so the answer is basically no.

Purely theoretically yes. Practically - no. Earliest H-1B visas (assumming you find an emploeyer and have qualification / education) will be given out in October 2015 and you'd have to maintain legal status till then. Zero chances.
