this question has been asked a million times here. anyway, you don't need to wait for packet 3. I doubt that you'll ever receive it. pay your visa fee as soon as you get your MNL number then schedule your interview. read this comprehensive guide http://visaconnection-philippines.com/#

Hi, Happy Holidays! Yes, you must have your MNL Case # yet before scheduling for interview. Pls. call NVC on 2nd week of January or send them an e-mail and you will receive a reply after 10-14 days. I believe once you schedule for interview, vacant slots start on end of April or early of May because my friend scheduled her interview for k-1 last Dec. 10 and she is scheduled on March 27.

Once you get your MNL case number from the NVC, you can pay the visa application fee at BPI, and then you can schedule your Embassy interview appointment.

You don't need to wait for the Embassy to contact you. If the Embassy contacts you, they will send you this letter: http://photos.state.gov/libraries/manila/325288/packets/K1%20and%20K2%20Interview%20Preparation%20Instructions%20-%20English%20_10%20October%202013_.pdf

I highly recommend that you read Robb&Ann's website: http://philippinefiancevisa.weebly.com/
