My uncle is a dual citizen of both the Philippines and the U.S. He was born in the Philippines. He is in the U.S. and wants to bring his wife who is only a Philippine citizen to the U.S. What would be the best and quickest visa option? The spousal visa?

of course he does, he is a filipino citizen born there. He goes there 4 times a year and stays with his wife

IR/CR-1 is the visa, if he resides in the Philippines part of the year he could look at a DCF (Direct Consulate Filing) as that process is MUCH faster, but it requires a specific number of months living in the Phils (I believe 6 months, but you should verify for sure). Otherwise do the typical petition process with USCIS and then the visa application at USEM.
