When to submit Form DS-160

First of all, let me thank you all for the help that you have been providing. God will bless each one of you.

Here is my concern: My I129F application has been sent to the embassy, I called NVC and the lady told me to call the embassy to check if they have received it. Ok now, I'm wondering when should I complete the DS 160 form on CEAC website? I meant to say at what point of the process i should complete the DS 160 form. Any feedback/ideas would be very appreciated.

And also, it's possible for the petitioner to complete the form DS 160 and email the print out to the beneficiary for the interview?

Good day to you. I guess the best time to fill-out the DS-160 is when the US embassy sends you the instruction. Filling out the DS-160 is easy and also you need to comply the other requirements by US embassy.

Yes, you can fill-out the form online in behalf but for the sake of the beneficiary's familiarity, he/she should fill it out. Most of the questions there are about himself/herself. The best thing to do is assist him/her in filling out the form online.

After our case was transferred to NVC, my fiancee got the hardcopy in the mail and the instruction on that was to start on the DS 160
