Yes she has the NBI with her for the embassy, and I have police clearance with me which goes to NVC right?

Did the beneficiary worked/lived in a foreign country (outside the Philippines) for 12 months or more? If yes, police clearance is needed from that foreign country PLUS the NBI clearance.

If she only lived/worked in the Philippines her whole life, she only needs to submit an NBI Clearance to NVC. A fresh one preferably. Green for travel abroad.

never been out of Philippines, so she needs to send me NBI so I can send it to NVC?

Yes. She needs the green NBI clearance for travel abroad purposes.

Actually, she can mail her civil documents to NVC directly. Don't forget to attach the IV cover sheet.
