Minor USC wanna bring Mom to USA

I have a friend. She is 16 years old now. She gain the USC citizenship through birth. Her mom was studying here when she was born. Now they stay in Indonesia. She wanna back to the States for continue studying. The problem is:

1. How to bring her mom here to accompany here while she studying?

2. Can her mom get a job here if she only use Tourist visa?

3. Her passport already expired, and to get a new one, she needs her mom valid US driver license while her mom's ID already expired as well.

What to do? Please help guys... Thanks in advance.

She can apply for her mothers green card when she is 21 not before. It is unlikely her mother will get a tourist visa without strong ties to home country and no one can work with a tourist visa

This will not be over quickly. You will not enjoy this.
