Drivers license issue

Timeline

My husband and I currently live in Arkansas. He entered 9-21-13 on a K1 visa and we married October 4. He took his learner a permit test about a month ago and has been driving here with me since. Today, he took the drivers test and passed so we went to get his license. The problem is that the DMV will only authorize his license until 12-19-13, which is actually his "ADMIT UNTIL" date on his I94. I keep arguing with the people that he has until that time to enter the USA but his I-94 is good until 11-30-2014 . No one will listen and say his DL will be revoked on December 19. Does anyone have any advice on a resource or have experience with how to argue this? TIA

How did he get an I-94 for that long they are normally 90 days.

I'm in Arkansas also, I just exchanged my Canadian license it took awhile as I had to wait for their system to find me in the computers, but once they did I got it for the full 4 years. This was all done before I got my green card or EAD. Oh the first person I dealt with had no clue but she passed me over and that girl was awesome. So maybe try another office.
