Paperworks still at NVC... is this a normal process???

We got our MNL# last Sept 12 and until now our documents still at NVC... some of the timeline that ive seen here at VJ when they got their MNL# following day or within a week their document was sent to USEM. My fiance called NVC and asked when they will send the document here at USEM in the Phils and the agent said they dont know. I already scheduled my interview this Oct 17... can i still continue my appointment eventhough our documents still at NVC or I should resched my interview until such time the document is sent here? needs advise... thanks

it says At NVC that is as of last friday status... almost 2 weeks already still at NVC.. dont know why they havent send it here in the Philippines yet.
