I will be getting married in the Philippines and will be filing the CR-1 . I was married before and filed the CR-1 and also have an approved I-129F which I withdrew . I saw on the I-129F instructions saying if you have 2 filed petitions you would need to request permission for the 3rd . Does this count only for the I-129F ? Also is the time for approval really 8.4 months or has that been faster now ?

time for CR1 is closer to a year than 8.4 months

The I-129F permission isn't required for the CR1 visa. Just keep in mind that several visas (or petitions) for spouses or fiances will be a red flag for you.
