Hei! I just want to ask if NBI CLEARANCE and NBI POLICE CERTICATE are different?

I've sent my Nbi clearance last Dec 27,and I've called NVC today and they told me over the phone that my NBI clearance we're wrong and not accepted.I'm quite confused about that two...please help me.

I've sent the green card annotated with travel abroad with my picture and thumbmarks. Thanks in advance
