ok so hopefully i can get some answers on here bout all this visa thing. i met my girlfriend while i was on vacation in cancun. she lives in norway and would like to move over here with me so that we can be together, she applied for a b-1 b-2 visa just to get over here and be able to travel and spend time with me before we got married but was denied due to not having strong enough ties to her country. at this point all i would like is to have here over here living with me and for us to get married and live our life together but i do not know what the best way to go about that. can she still get a k-1 after being denied for the b-1 b-2 or do i need to go over there and marry her and file a petition to bring her back with me.

i used to apply b1 visa twice between last Oct-Nov but being rejected -> failed to demostrate strong ties.

my fiance fly over to Malaysia from Texas and we registered here. he then file CR1 in the States.

Question! Why did she apply for the visa when she could have used the VWP or visa waiver program which would allow up to a 90 day maximum visit? Norway is a VWP participant!

You can still go down the K-1 route, she has not been disqualified for all intent and purpose, just means she will not be allowed to visit until she can prove strong ties to her homeland.

And now she has applied for a visa and been denied, it is unlikely she will be allowed to use the VWP ever again which is of no concern as you will petition uscis for her to apply for the K-1.

Alternatively, you could visit her, get married and petition for the CR-1 but last I heard. the K-1 would be the quickest!

Good luck!
