There is no real legal adoption system in Yemen therefore you cannot petition for an orphan from that country.

Im confused

I filed for 129f petition

Got interviewed and now they send me an i 171 form which says post activity decsion

Huh?? What does it say? Sometimes they use form I-171 for post decision activity/approval? Did they approve you? Please scan the document and blur out your personal details and post it here. It's the only way to advise you.

The visa petition that you filed had been apporved...........your petition to classify the beneficary as an immediate relative of a untied states citizen has been forwarded to the national visa center at portsmouth new hampshire who will then forward the petition to the untied states embassy in sanna

or

and not I-171 ?
