What does this message mean?

It took a few days for me to be able to pay after the information was available on the iv portal. Sometimes it's best to only check the payment portal especially if you are not doing online forms. Glad all your guy's issues were worked out.

They still haven't processed my AOS bill and it's been 3 days. Is this normal? They also made my IV bill available, even though My AOS bill hasn't been approved, is this also normal?

It took them roughly 72 hours to process my AOS bill. Your IV bill usually comes available as soon as they process the DS-3032. They just did that for my wife today and i was able to pay the IV! Now i am just waiting on her PCC from Lahore and will submit her DS-230 :D

Police Character Certificate

Oh yea. The police weren't giving it to my husband in Karachi. They were saying we're going to take 3 months. So we had to bribe them which is what they wanted. Then they took just 2 week

Yeah i have heard some horror stories about Karachi. My Father In Law went to the SSP office in Karachi South to ask about the Police Character Certificate. He is quite good when talking to people so he was able to befriend the SSP and my wife got it in a week without us having to spend any money :D

She just needs one from Lahore as she went to LUMS for two years to study for her MBA.
