Where is my residency established?

When my husband gets his green card, what will his state of residency be? Is it the state in which he resides at the time of application and continues to reside in?

For instance, if he lives in Illinois at the time of his application and continues to live there when he is approved, will he be considered an Illinois resident?

Any help would be appreciated!

If the question is, if he can get the in-state tuition, when he receives his greencard (I guess that is what you mean), then the answer is, it depends... He would have to check with his College if they consider him a resident and he can pay in-state tuition or if he would have to live in the state at least 1 year (depending on college and state) after receiving his green card to be eligible for in-state tuition.

Is your residency question interms of instate tuition? I know in some states like WI, you are considered a resident if you've lived here for at least 30 days. To get like in-state tuition, it would be like a full calendar year so I guess working and paying taxes in that particular state would make you a resident of that state?

Usually for college you need to have lived there a year. But check with the college.

The answer is it depends on for what purpose. If he has a green card and lives in Illinois, then yes generally his state of residence is Illinois. But for certain purposes states impose additional requirements, like length of residence (such as for in-state tuition).
