Part of my plan is to be with my fiance when she first enters the US. But, I am wondering about how the process works at passport control.

Typically, there are two lines for this, one for US citizens and one for everyone else. I assume that my fiance must go through the "everyone else" line. However, my question is, can I go with her?

Can we go through passport control together in the non-citizen line? Or must she do this alone?

Yes, you can go through the everyone else line with her, however I believe she will be taken to secondary processing alone...

I flew back to the states with my fiancé. Our POE was Atlanta and he had out his sealed packet. There was an officer that was making sure everyone was in the correct lines and saw the packet and directed us to a third separate line. We were there probably 10 minutes, he answered a few questions, my passport was also checked at this line, reminded us to marry within 90 days and were done. We were never separated. This was in January this year.
