1. Parent petitions will take more or less a year.

2. Yes you will be financially responsible for them. Your spouse will be the petitioner and it is the responsibility of the petitioner to make sure the beneficiaries (parents) will not become public charge. She will have to submit her latest ITR and W2 to show that her income meets the poverty guidelines. If her income falls short, she would have to find a joint sponsor.
