Topic Subheadline and Tags

Is it possible to either reinstate the sub-topic title when a new post is created and remove the topic tags, or have both available?

While it's great to have the topic tags as an option to help filter information, because it replaced the sub-topic title, I've noticed a lot of users are using the tag field not to enter tags, but to further clarify the information they're seeking. Thus, it may not simplify the process of finding related items if someone clicks on a tag because the "tag" a user entered is so specific to that one topic.

Or, if it's possible to have a roster of defined tags from which a user can select (e.g. include terms related to visa type, all the countries, various government agencies involved, etc.), that would help streamline how they're used as well.

subheadline is gone.

tags aren't so useful when the user not understand this is actually a tag section.

Maybe best to write the subheadline in the first line of the text box, in the message,

as
