Someone not a member of the household can be a joint sponsor. My mom is my joint sponsor and she does not live in the same household as me. They do not even need to be a family member from what I understand. I wish you luck and hope the visa is right around the corner for you :)

If the mom earns 30.000$/yr and sister 19.000$/yr within the same household, ask them to assist you with the affidavit of support. They will need to complete I-864A (Contract between you and them). The required amount for a household of 6 is: $39,487 if you live in States other than Alaska and Hawaii. The combination of $30,000 and $19,000 exceeds the required amount, thus you are good.

Just get those folks to sign the I-864A for you and go get your visa.

Don't forget to obtain their tax transcripts for the last three years and perhaps 2 or 3 current pay-stubs and submit with the complete and signed I-864.

Good luck.
