Hey everybody!

Let's go straight to business:

I, the USC, have been living in Ecuador with hubby for the past four years. Hubby's case was completed at NVC on March 5th, and we have since been waiting to hear back about an interview. Through repeated correspondence with NVC and Guayaquil (the consulate), we've basically found out that they're super backlogged with cases and have even told us that all May dates are already full, and to expect a date in "following months", which sounds to me as though a long wait is in order for us.

The problem is, I have an elderly handicapped father at home, whose list of medical problems could wallpaper a house (along with a slew of auto-immune diseases, he has an amputated leg, terrible arthritis in his knee that confines him to a wheelchair, and a bad heart), and could really use help at home. To make matters worse, he called me today to tell me that his doctors have found yet another problem with his heart, and he's going to need heart surgery within the next few weeks, but because his immune system is basically non-existent, he will be confined to his bed for a long period of time afterwards. The only other person who lives with my Dad is my teenage brother, who goes to school during the day and can obviously not help out as much as my Dad needs.

My question: if my Dad gathers his medical history and has his doctor write a letter attesting to the urgency of this upcoming surgery and post surgery bed rest, could it be a possible reason for an expedite? What exactly would we need to have a fighting chance at an expedite? Or should I just accept that I'm stuck waiting and cross my fingers for a June interview?

Hit me with the truth here, people. As nice as sympathy is, it doesn't help much, and I need as much advice as possible. Thanks in advance!

my 2 cents....Go to dad alone and leave hubby. Fly back when the interview is finally set.

This was what I figured would be the first thing someone would say. Problem is that 1. I don't have the 2000$ plus it would cost to fly to the States, fly back for the interview (which is pretty much a must-do in Guayaquil for the USC), and then fly both hubby and I home; 2. Hubby is the sole provider, meaning I'm not currently working. Dad gets a SS check every month, but it's a tiny amount, and after mortgage payments, electricity, medical bills, there just wouldn't be enough for him to pay for me to live there for free, or help me pay for plane tickets. The obvious solution to this would be for me to get a job, but then I would hardly be home to help out with Dad (the main reason I'd be there).

See the catch 22?

If Im understanding correctly you are already out of NVC so you are not seeking NVC expediting but rather consulate expediting right?

Here are some links to help you.

From here- http://travel.state.gov/visa/temp/wait/wait_4638.html

Visa Wait Times - for Interview Appointments and Processing- The typical wait time to receive an interview appointment to apply at a U.S. Embassy or Consulate. (For emergency appointment requests: After checking the wait time where you will apply, if an expedited interview appointment is needed earlier due to an emergent situation, visit the Embassy or Consulate Visa Section website where you will find specific instructions about making the request.) (So it seems like it can happen leads me to this-)

FAQ page on your embassys page-

http://guayaquil.usconsulate.gov/frequently_asked_questions6.html

Can I request an earlier interview date?

Early interview appointment dates are granted under the following circumstances:

Need to receive or continue urgent medical treatment in the U.S.

Urgent business trips.

Students, workers.

Visit the Visa Service website: http://ecuador.usvisa-info.com/

That link above brings you to this: a more detailed expedite guide of sorts

http://usvisa-info.com/es-EC/selfservice/us_expedited_appointments

Step 1: Make an appointment

The applicant must already have scheduled a regular appointment at a U.S. Consular Section. UU. in Quito or Guayaquil. This should be done even if the scheduled appointment is not adapted to the needs of the applicant.

Step 2: Make an appointment accelerated

Send an email to the consular section in which the applicant submits his application:

Quito: ConsularQuito@state.gov or

Guayaquil: NIVGuayaquil@state.gov

The request must contain:

Full name of applicant applying for emergency appointment.

Date previously scheduled appointment.

The emergency trip description.

Emergency appointments are granted solely at the discretion of the consular section. The following is a list of circumstances that may warrant favorable consideration. Note that the list is not comprehensive.

The death, serious illness or accident which endangers the life of a direct relative, that occurred in the United States, with the name, relationship, location and description of the matter and contact the physician or the funeral home in charge.

An unexpected need to travel to the United States for commercial purposes.

An applicant for a student visa or exchange (F / M / J) whose form I-20 or DS-2019 shows a start date before the first date of appointment available.

A recently stolen visa and imminent trip (must provide documentation of theft).

An unexpected visit that has cultural, political, or economic journalism.

Applicants for a crew visa C1 / D whose journey is before the first available appointment.

A temporary worker visa whose employment begins before the first available appointment.

In all cases, the applicant should bring to the interview the documentation to support the emergence, in addition to the forms and documents normally required.

Step # 3: Determining speed Consular appointment

The Consular Section will try to respond to the request as soon as possible, usually within three business days to schedule a new appointment. If the applicant's request for an expedited appointment is accepted, you will receive a new email confirmation with a specific date and time for submission to the Consular Section. If the request is not approved, the applicant will have to wait for the original appointment date.

Please note that you grant an expedited visa does not guarantee the issuance of a visa. The U.S. law places the responsibility for obtaining the visa solely on the applicant.

SO it seems its possible. I know they favor heavily USC to USC problems and the whole reuniting of the USC family. So because its another USC family member that is sick that you the USC must return home to, its very possible they will bump up his interview. It cant hurt to ask.

You would be the first thing on the list, its numbered on the link, I dont know why the numbers didnt carry over on the cut and paste, but the first one- The death, serious illness or accident which endangers the life of a direct relative, that occurred in the United States, with the name, relationship, location and description of the matter and contact the physician or the funeral home in charge.

Just like any other medical expedite you would need documented proof establishing your relationship, his condition and prognosis and doctors contact info. Reading the surrounding fine print- It seems like you maybe have to first have a date set for later on though (?) so Im not sure if you can expedite with out a date yet- youd have to contact the embassy and ask. Itd be odd for them to say- no you have to wait for a slot to open to be put in to be eligible to move up from, but maybe thats how it works?

Because how this reads- you need a later date- you request to be moved up, they acknowledge your request and either move you up or dont.

Personally I would request the earlier appt even w/o the later date and explain the later appt date has not even been issued yet and see what they say. If they tell you they can not move you until the later date is actually issued because its a technical paper work issue, then you have to wait until the later date is technically issued and resubmit it then.
