Who certifies the marriage certificate copy?

So my lawyer said my wife has to get a certified copy of our marriage certificate from where we filed for it. But my wife said they only gave her a copy and told her to certify it elsewhere unless she wants to pay double through them. Will that be ok with the embassy that she had it certified elsewhere? She lives near Roxas.

I believe you're looking for the CEMAR which she needs to get from the NSO. Sounds like you have an American lawyer who is thinking getting a marriage certificate from the county courthouse is the procedure in the Philipppines like it is in the USA.

you get it at the Civil Register where you applied for your marriage license.

Just get a copy of your NSO marriage certificate. That's the official document that will be accepted at the NVC stage up to the Embassy interview. No need to get it certified as it is already issued by NSO and printed in their security paper.
