finally recieved the visa today thank god!

good evening everyone :) thank god today my husband received his visa along with that there are some papers that came with the passport that i dont understand i hope you guys help me figure them out because i really dont understand and i dont know who to call and ask for help anyways

number 1: the first paper says (IMPORTANT NOTICE) i have to file a form regarding a section 216 has anybody done this paper before? its not a form its just a paper saying that if you didnt complete 2 years of marriage we both have to file a forum regarding section (216 immigration and nationality)

and when do i have to file the forum and to who should i send it

number 2: this paper says before we go to the U.S. we have to pay $165 dollars it says to pay them online, is there anyway to pay them other than online and how?

07/03/2013 - Case Complete
07/30/2013 - Interview Date received

09/30/2013 - Interview

09/30/2013 - Approved

10/02/2013 - Visa in hand

You sure you are reading the section 216 part right? What form. Section 216 is just a statement about your CR1 Visa.

You do not have to pay before you leave for the US. You can also pay by check drawn on a US bank. Here is the link for you to go read.
