I and my wife haven't had jobs for 2 years, and we don't have any tax for 2 years. My wife is at home to take care our baby, and I'm a full time student. Do I submit my N-400 without tax forms?

I will submit:

+bank accounts

+leases

+birth certificates of child.

+My spouse's U.S. passport.

+My current marriage certificate.

Is it enough for N400?

Help me plz!

You can get a tax return transcript for the last three years from the IRS. Include that transcript in your N-400 application package. Since the last two years will be blank, you can include a letter in your N-400 application saying that you had not to file since you had no/low income.

I have had the exact same situation as yours, but we still filed for taxes despite being students and with $0 income. You should have filed for taxes even if you werent working. Filing joint returns is considered a significant proof as an ongoing marriage. A relative of mine went through the same issue, and when she had to file for naturazition she filed for the back year taxes. If you can't do that, simply submit whatever proof you have, and explain your situation incase of an RFE or at the interview.

I think, you should file your taxes first, even with Zero income, it is not late. Then you can send your application for Naturalization.

Or find on the irs.gov a table with amount of income with which people can live without filing taxes, print it and write letter to USCIS that you didn't file because of this.

According to the turbotax website, for the 2012 (i.e., current) tax year if you are married filing jointly, the gross annual income needs to be less than $19,500 to be eligible not to file. If you are married filing separately, than each of you has to have less than $3,800 gross annual income. You might find similar information for previous tax years.

If filing for the three year, you must have three years of tax returns, can be filed jointly or separately. With a low income and a child, IRS would have sent you a check, you missed out on that. Not sure if that check would be retroactive, our income has always been way above that poverty level. But we seem to be in that poverty level after taxes.

While the latest bulletins from the USCIS state OR, OR, OR, OR, etc. You may quickly learn learn your IO never read that and will demand all kinds of proof you are married and living together. One way to get around all this, is to wait for the five year.
