It appears I need to prove to the NVC that my 20 year old stepdaughter in the Philippines is single.

She is going to get a Certificate of No Marriage Record (CENOMAR) from the NSO.

The CENOMAR proves that she has not been married in the Philippines, but it does not prove she has not been married in another country. If I can prove that she has been in the Philippines her whole life, that would prove that she wasn't married in another country.

How can I prove that she has been in the Philippines her whole life?

She has a passport that does not have any visas in it. If I provide the NVC with photocopies of all the pages of the passport, will that work?

Can I get a letter or certificate from the DFA, the agency in the Philippines that issuet the passport, certifying that no visas have been issued to her?

What else can I do?

A CENOMAR is all you need to prove singleness.

She is also required to submit an NBI CLEARANCE (the green one, for travel abroad). Put the purpose: For US Visa Application.

I am not an expert on this but sending a photocopy of her passport might help. And if possible includes all the pages of the passport to show that she's never been outside the country. And its a good idea to request for a certification from the DFA proving that she really never gone abroad. Cenomar is the only proof of her singleness in the Philippines. Hope everything will be smooth for the process!! GOD speed!

Curiously, is this something that comes up often? To prove that someone is single? Or what are the bases that make them question it?

If someone is being petitioned under K1 (fiancee visa) or any Family Based category (child of IR/CR, F1, F2A, F2B), the beneficiaries are mandated to submit proof of singleness (that they are not married).

For Philippines, we have to submit a document called CENOMAR which stands for Certificate of No Marriage.
