I need to send some money to a party in Kazakhstan. Can anyone recommend a reliable means to do this?

I have the wire transfer information for the MIL and I send money via wire transfer. I get a break at my bank and pay "only" $30 per wire transfer instead of the usual $50. I find it safer as the money is in her account and she does not have to go to the location of the money agent and deal with trying to get the money. At her bank I have heard that amounts of $500 or more are held for a day due to some government regulation but I am not sure if that applies for all money transfers or this is a bank policy.
