My fiance lives in Cuba (I was born in Cuba too). In September, I sent the 129-F and few days later I received my NOA1, I am still waiting for the NOA2. My fiance is a nurse (although she has not been working for months) but in Cuba all professionals who work or have worked in the field of public health must wait 3 to 5 years of punishment to be allowed to travel when they intend to travel and stay in other country.

My fiance has a sister who is a legal resident in Mexico and she invited her to visit Mexico. For that trip (because it is “temporary”) the Cuban government authorized her to travel to Mexico. If she does not take the opportunity to go and stay in Mexico we will have to wait more than 3 years for the government to authorize her to live in another country, and of course by then the K1 visa will have expired ...

My questions:

1-Can I change the consulate for the interview?... so instead of having the interview (and the rest of the process) in Havana, can she has her interview in Mexico?

2 - If it is possible, how can we do this process? I must send a letter or I need to fill out a new form for requesting this change?

3-If it is not possible; we can get married in Mexico and begin the process of a K2 visa?

It's possible to change US embassies for interview, but normally you can only interview in a country you are officially resident in (for both K1 fiance visa and CR-2 spousal visa), and it sounds like she is in Mexico on a tourist visa. However, given the situation in Cuba they may make an exception- I would contact the consulate and ask.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
