My fiance and I have just filed for the K-1 visa, she has a three year old daughter that will need a K-2, I assume the interview will be in Moscow, I have looked at the list of required documents and dont see a where a parental consent letter is required for the child to leave the country. Can anyone tell me if this is something that will be required at the interview?

Yes it will be required at the interview. The letter must state that the absent parent (father in this case) gives permission (or "does not object") to the child relocating to THE UNITED STATES OF AMERICA and that the child has permission to relocate there PERMANENTLY You must attach a copy of the ftahers passport signature and photo page, the letter needs to be notarized. I am no tusre if the leter needs to be translated, Kiev stopped requiring translations for documents in Russian or Ukrainian but I am not sure about Moscow.

I strongly suggest you word it to include leaving the country for future visits and always bring it with you when you travel until the child is age 16 regardless of their US immigration status
