A friend of mine is thinking of filling the DV for 2014 but he's got a slight issue in the marital section.

He would like to file for himself and children alone without the wife. He is having some problems with the wife now which might lead to separation. They are both officially married though. Wife does not want to have her photo taken or give any photo for the application.

Is it in anyway possible to file without the wife's information at all?

He can file but it will be rejected for failing to follow instructions.
