Im sorry but its hard to understand what your asking... But from what Im gathering. Did you receive noa2? After that is the packet 3, which goes to the beneficiary. It sounds like this is what your fiancee received. Did it talk about the medical and police clearance?

The Packet 3 documents will indeed be sent to the beneficiary from his or her's consulate in the country of legal residence.

Once the NOA2 is received by the petitioner and the case passed through the NVC, the petition will no longer receive and instruction.

I hope this helps.

We got the NOA2 way back in aug 31. Yesterday he got a letter from montreal stating that I( beneficiary) need to sign in the CSC website and DHL, which i did.

Now, my question is that the packet 3. ? if yes, why he recieved it not me? Then another big concern on my part because HK police requirement is a letter that i will recieve from the packet 3...Im realy confuse.

Hmmm, interesting, my apologies for not understanding clearly.

Maybe you could include more details of the letter, it's confusing I agree?

The non-US citizen/the one who will receive a visa is supposed to receive packet 3 from Montreal. It is not unusual for Montreal to screw up and send packet 3 to the USC instead, though.

The non-USC is the one who needs to sign up for DHL/Loomis and sign up on the CSC website.
