Is there anyone that can tell me what would happen next after NVC received my DS230 (Immigrant Visa Application) form? Is it possible to get this month's (October) interview schedule at the US Embassy here in Kuwait?

It would help if you added your timeline. Officially the answer is no as the NVC says they only schedule interviews at certain times and you have missed the window for October interviews. You still have a chance for November though.

Unofficially many have said they schedule all month long and it really depends on the embassy as to whether you get a quick date or not.

Once you send off the IV package and you get a case complete without having issues with the package if you do, you will get RFE

On the other hand, scheduling interview for you can be done anytime so they said as far as there are available slots from your consulate

But to get an October date is very slim for you, so i would lean towards November

Well after they accept you get case complete. Noty knowing when you did this you are looking witin the next 2 weeks baring any issues. Than you wait for October interview the only way you would get it is with a cancellation. You never know I have seen it done. But most that have completion going forward will be in queue for November Interviews.
