3 weeks is not so long to be looking for a job. I think a normal search is around 2 months.

Have you formatted your resume to US standards and made sure there are no spelling errors?

AOS for my husband
8/17/10: INTERVIEW DAY (day 123) APPROVED!!

ROC:
5/23/12: Sent out package
2/06/13: APPROVED!

Check if there are any job fairs coming up in your area. Talking face-to-face with a recruiter/potential employer is much better than sending a resume through an online application system. Also, follow up telephonically with the employers whom you sent your resume to. The reality is they get thousands of resumes and unless you make yourself visible the odds of being contacted are rather slim.
