Urgent..I am confused, please help...re: letter from USCIS re: N600...urgent

We applied for my son's N600/COC in early June. He came home 4 years ago on an IR-4 via international adoption, got his green card. We finalized here in the US, got his US Passport, SS card, etc. I decided he might need the COC at some point in his life and as his dad I wanted to take care of that for him.

But 2 recent letters from USCIS have me baffled.

On Monday, September 10 we received a letter from USCIS Louisville. The letter contained the photos we had originally sent with the N600 application 3 months ago and tells us to sign the photos (it has directions) and to return the signed photos and his green card. Here is the EXACT text of the letter we received on September 10th; the letter was dated September 7th. (the dates are important for the situation I am telling you about). Okay...the letter dated Sept. 7 that we received on Sept. 10 says .........

The above noted application has been received and reviewed for completeness. At this time, please sign the enclosed photographs as indicated below. We must also have your resident alien card. If you have not already done so, please submit the card, along with your signed photos and this letter to the address above. You will be notified under separate notice regarding the decision of your application.

INSTRUCTIONS:

Your full legal name, NO ABBREVIATIONS, must be written using a black ballpoint pen. Do not use gel ink as it smears on the photographs.

Sign on one edge of the photo (See photo #1).

EXAMPLE: Correct-Mary Ellen Smith (just a name they made up)

Incorrect - Mary E. Smith

EXCEPTION: If the applicant is a child and is unable to sign his/her name, the parent or guardian will sign the child's complete legal name on one edge of the photograph and on the opposite edge will make the endorsement to read: by (the complete legal name of the parent).

Then is has two generic drawings of photo examples.

That was the end of first letter from USCIS (dated Sept. 7, received by us on Sept. 11).

...............Okay, so I immediately signed the photos, write a super brief cover note, and attached the green card and sent is all via UPS Next Day Air to the address it gave...which was..."USCIS 601 West Broadway, Room 390. Louisville KY 40202".

I sent it on September 11 and it arrived at the building (which also houses a ton of other federal offices in Louisville) on September 12 at ___AM (a wednesday, and according the website the USCIS Room 390 office in Louisville is closed on wednesdays). So according to UPS, it wasnt actually taken to "ROOM 390" but was taken to the "FRONT DESK" and signed for by someone named "_____". This had me worried since UPS took it to the "FRONT DESK" rather than "ROOM 390".

....Okay, so fast forward to today (Saturday, September 15) and we get another letter from USCIS Louisville. This letter was dated "September 13" (the day AFTER my UPS package arrived at the federal building in Louisville where USCIS ROOM 390 office is located and...the date is important). It says....

The United States Citizenship and Immigration Services has prepared a Certificate of Citizenship for you. At this time, please submit two signed 2x2 passport style, recent, color photos. In order to issue a Certificate of Citizenship, we must have your resident alien card. (They had used a highlighter to highlighted the previous paragraph). Once the resident alien card is received in our office, we will mail your Certificate of Citizenship/Naturalization. We will not be able to mail your Certificate of Citizenship/Naturalization until the card has been received (The had highlighted this sentence as well).

Then below this it has exact same photo instructions as the other letter did, the drawings, etc. but they had highlighted it all. (The first letter had no highlighting on it).

.....so that't it! On one hand I'm glad that the letter we got today actually says a COC has been prepared for my son! I think that's good! But I have already sent in the signed photos and the green card. I have nothing else to send in. Does this mean that the package never arrived? Or since this letter was dated the day after my package supposedly arrived at the USCIS building...does this mean they opened the package and all my stuff (signed photos, green card, etc.) was missing!

I am at a loss. I have no idea what to do. Please, please help. So confused.

Call them on Monday, give them the proof of delivery for the packet you sent. I'm sure they've probably got it - just the left hand doesn't know what the right hand is doing sometimes.

Hi Grashoppr, thanks for taking the time to respond. I can't just call the Louisville office, they don't release a phone number or anything. Why do they make things so complicated? Do they have any idea the amount of stress they put on people?

Are you able to make an infopass appointment??

It sounds like just a paperwork issue that needs to be sorted. I've always found the infopass officers to be very understanding and helpful.

I suspect they 'crossed' paths - the letter containing the photographs and green card had not made it up to the adjudicating officer's desk by the time he had written the second letter and sent it to the mail room to send out. I wouldn't be surprised if the adjudicator wrote the letter the same day he received your letter - several hoursearlier. Your letter probably took a day to make it from the front desk into the mail room and finally onto the desk of the adjudicating officer - along with all of his/her other mail, which is probably significant. I suspect it was probably only a matter of hours between the time the second letter was sent out and your first letter arrived where it needed to be, and that your letter is already working its magic. I wouldn't be surprised if you received the Certificate of Citizenship this week.

I wish I knew others who had dealt with the Louisville office re: N600's.

If you read above the first letter said "you will be notified under separate notice regarding the decision of your application". Could this 2nd letter have been the "notice" mentioned in the 1st letter?

Aren't N600 approval notices more official than that?

I went ahead and made an infopass appointment for Monday September 17 at 9:00 AM. What do you all think? I made the appointment in my name instead if my sons and I didn't list an a-number or case number. Will that be okay? Can I just explain it all when I get up there? It's a 4 hour drive and this will be my first ever infopass appointment. I think I should take 2 extra COC photos with me.

Are these people usually nice? Any advice?

At first. we were instructed to print the full name and alien number in light pencil on the rear of the photographs. Got chewed out for that as they wanted the name printed on the left hand margin. If they wanted that, could have done it very neatly with my photographic program.

After all this ordeal, went ahead and use the photo they took at biometrics with no name whatever on it, talk about a screwed up agency, they don't even know what they want.

If your full name was Da Li, wouldn't have much of a problem, but will if a foot long Latin American name. But you just smile and do it the best way you can.

It looks like a paperwork issue. I would send them back: copy of first letter, copy of receipt of the package you sent them, copy of their second letter, and a short letter-explanation what you sent them all they need already.

Infopass seems as a good idea too, if it is possible in the same office.

I have an infopass for Monday morning September 17...early morning. When I filled out the infopass stuff online I didn't actually list the case number so can I just explain it to ths person? Are they gonna hateful or upset that I am coming to talk to them? I literally have no idea what to expect.

Be calm and polite to them. You should expect respect from them - they made a mistake, not you. Bring all your papers, and they will figure it out. Good luck!
