USCIS new laws

i have a friend who works in USCIS in chigaco and he told me about the new laws that UCIS released about removing conditional resident status.

if you have a conditional residence card and you were abused and divorced you will have to go overseas where you come from and file by yourself and you will have to wait 18 months for the USCIS to approve your application and you will have 10% of approval ,oooops and when i asked him for the reason for this new law he said because a lot of US citezen are victims and used for immigration benifits and he told me that the immigrant come here and he is patient for 2 years staying with the spouse untill he remove his condition then divorce happen,oooops that means if you have 2 years GC and you got divorced you dont have a lot of chance to be apporved and you will have to file from where you come from,ok people i just wanna let you know bye bye .

Laws are passed by the legislature, not by the USCIS. The current legislature is not passing any new immigration laws this session. The senate and house both tried, but passed incompatible bills that currently show no signs of being reconciled into something that could become law.

The idea of going overseas and waiting 18 months for removal of conditions is inconsistent with current law as congress wrote it. In fact, an 18 month absense would generally be taken to mean abandonment of LPR status, unless there were good evidence to the contrary.

The idea of a published 18 month waiting time and published 10% chance of approval is inconsistent with the normal USCIS practices.

I don't buy any of this.
