It is possible he got the 10-year GC in error. He would need to correct that, or he can be in trouble when he fails to remove conditions. His PR will be cancelled at that time. Besides an error, it is not possible.

how would one know ?

an error is on their behalf, the customer does not suppose to know he would get 2 yrs.

no ?

Nope, the customer knows because at the interview, the ROC process is explained. There are plenty of reports that people had a lot of trouble for not correcting the error. They try to ROC with the 10-year card, it gets rejected, but then their PR status gets revoked. Or, they don't file ROC and their status gets revoked for failure to file. I think there are a few people that this happened to who posted on this forum, if you use the search function. His status is conditional, no matter what the card says. The card is just a piece of plastic. What the card says does not "govern" what his status is. Sometimes people get cards with the wrong gender. You think that makes them legally the opposite sex? ;)

it is not possible to "get by" on this mistake. He needs to send the card in for a replacement. The fee for that will be waived based on USCIS error.

Yup, what Harpa said. USCIS, like much of government, id very much of the "we made the rules public, it's your responsibility to know them" mindset.
