I'm a citizen and my wife is a resident since 2009.

We are having a baby in November of this year and her whole family is in Colombia.

How can I bring my mother in law to visit??

MIL can apply for a tourist visa at the embassy. She needs to show strong ties to home. There isn't anything that either of you can do to "help."

How can I bring my mother in law to visit??

She needs to prove she has valid, strong reasons to return to Colombia after her trip and that her intention is not to stay living in the US. She can prove this by taking evidence such as property deeds, employment letters, bank statements, etc.

I always wondered if the I-134 would not help with getting someone a tourist visa, since it clearly states that the sponsor in question 5 is basically putting themselves on the line providing a "garantee" that the person will leave before their time expires and will maintain their legal non-immigrant status.

Also in point 11, you can write your intentions in which you can also (as the sponsor) assure that you will make sure that the tourist (MIL) will leave the country according to the time allowed by CBP, added of course to the type of financial support you will provide.

I just think this being a contract between the USC or LPR and the DHS/USCIS it would have some weight?

My mother applied for a tourist visa back in 2003, got denied. She said they stated she had no reason to return to colombia. I must say that it was the hardest thing because I really wanted to see her. When I became a citizen in 07, I applied for her. It took a little over a year to get her approved for a permanent visa. Can your wife become a citizen anytime soon? hope all works out.

Not when it comes for a tourist visa because a US citizen won't have anything to do with the process. The US embassy needs to have some sort of proof that can guarantee the person's return. If a US citizen says that he/she will be financially responsible for the person applying for a non immigrant visa, it only proves that such person cannot afford to be here in the US and that their stay probably won't be a temporary one. A person seeking this type of visa needs to prove that they have to return to Colombia for whatever reason and that they cannot stay in the US.
