Hello all, an update from my last post. My girls NBI came back and it's all good - yea! But now of course there are other problems and I have some new questions.  My girl has never gotten a philhealth card or SSS card in the Philipinnes and for years has been using a postal ID to get around (she has worked as a live in nanny forever and never needed anything other then the postal ID).  When she went to apply for her passport she was told she needed the philhealth card, a SSS and even a student ID to apply, and the kicker is she was told it will take 3-4 months to get these, and then a another month for the student ID - ouch!!  She got real confused and frustrated and of course I'm back home and no help at all.  My question this time is are these time frames real?  Was she told the right information? Are there any other ways to get these documents quicker or am I just stuck and have to wait?  Any insight about would be great.  My girl has zero experience with this stuff and is just relaying what she is told.  Thanks in advance for your help.

I don't know if this will help. Base on my experience 10yrs ago, you only need to present at least 2valid identification. It could be student ID, SSS, Philhealth, sorry i cant remember what else. But on my experience i didn't have SSS, Philhealth nor student ID. I presented my postal ID, yearbook with my photo and name on it and address, NBI, NSO Authenticated Birth Certificate.

My advise is you ask your fiancee to go to BIR-Regional Office in Mandaue and get her TIN ID.. i got my TIN ID very fast. Just don't be shy to ask someone there. Then ask her to go to Philhealth Office. I got my Philhealth in a day. I just filled up a form and payed at the counter Php1200.00(in my case i opted to pay 1 year advance).. You can register online also in Philhealth but i advise to just go to their office and fill up PMRF form and pay.. Sorry if this is not complete. But i hope i had given you some idea. Better yet she can go to DFA and copy the list of requirements there.

4 SEP 2012 FEDEX received in Bohol.
5 SEP 2012 MNL#, IIN# and BID# all retrieved from NVC.
6 SEP 2012 BPI payment made.

9 NOV 2012 Embassy Interview Date: Result = APPROAVED
15 NOV 2012 2GO Visa Delivered

22 NOV 2012 Point of Entry, Detroit, Michigan USA

29 DEC Married

Adjustment of Status filed in Mid MAR 2013

AOS has 3 each NOA1 recieved

Biometrics was done mid April 2013.

SS Card changed to Married Name with Madien Name now middle name.

EAD / AP combo-card approved 18 MAY 2013.

AOS Interview was 28 MAY 2013, Approved.

Green Card with EAD/AP recieved 15 June 2013.

PASSPORT REQUIREMENTS FOR FIRST-TIME APPLICANTS:

Personal Appearance is required.

Duly accomplished application form.

Birth Certificate (BC) in Security Paper (SECPA) issued by the National Statistics Office (NSO) or Certified True Copy (CTC) of BC issued by the Local Civil Registrar duly authenticated by NSO.

Proof of identity / Supporting documents indicating full name, date and place of birth and citizenship

Other Supporting documents.

It seems the other supporting documents are what keep us guessing the same as with the CFO seminar. I can't help you with the specifics of timeframes of documents, but I can say that yes, it is accurate that some procedures for obtaining documents in PH move slow as snails. My fiancee is getting her passport soon and trying to be prepared. She is bringing Postal ID, Voter's ID (takes months or longer to receive), work ID, NBI, NSO AND LCR birth certificate, and maybe SSS. I think I am missing something too. In any case, they can ask for whatever "supporting documents". You might get some more specifics in the Philippine forum.

Hi! I just want to share my experience about getting a passport. So I brought my NSO-authenticated birth certificate (I requested a copy online), NBI clearance, TIN card (she needs to know where her employer filed the taxes and go to that BIR satellite office and get the ID/ card for free and she'll need to pick it up after 5 days) and Philhealth ID (got it the same day). At first they asked me if I have other ID's like school, company or postal ID. Luckily I brought my old school ID. That's all they asked and I got my passport after 2 weeks. She can use a postal ID since she already got one. Was she able to keep an old company ID? About the SSS card, yes, it takes 3-6 months to get it. Hope this helps. Good luck!

You can get your NSO Birth Certificate online, and have it in between 3 days to 15 days,. The Philhealth card people seem to be saying can be had the same day (if you have to, just sign up for a year of Philhealth, it's p1200 and if that gets you your card the same day, awesome).

That and a postal ID and the NSO Birth Certificate should be enough I would think.j

It's also great advice to find a private company that might be able to expedite the entire process for a fee. Things can move slowly in the Philippines if you have no money. A small amount can go a long way.

I will say, using the NSO website to get the CENOMAR (you might as well get this too, they might accept this as some ID and you will still need it eventually anyway) and the Birth Certificate was so simple. 5 minutes online, stop by the bank to pay the fee, and done. We had CENOMAR in 3 days, and Birth Certificate in 12 days, because Lyn was born in the province and they had to go back to the microfiche.

Things can move slowly even if you do have money. Take a gender correction on a BC for example. Pay big money for a mandatory attorney. File a case that can take up to a year to be settled. That's it. You wait. We had to do this for 8 months. Money wasn't going to do a thing. It was expected. Another is the Voter's ID. It takes forever to get the ID even though a registration record is available. You wait.

The problem is this:

It seems DFA might be requiring them to bring some of those "other documents" that they vaguely mention on their website, or maybe, they just weren't satisfied with the proof of "identity/supporting documents". It sounds like the same garbage that the CFO pulls on some people. Edited by ToddnJessa
