Need help understanding RFE document

I am helping my father out with some RFE documents. He's the co-sponsor on the document I've attached to this post.

We're confused on the Tax Return part. I am reading it as since he's been marked to provide IRS CERTIFIED copies of the tax return. Since the 2 paragraphs below talk about what the person "above" needs to do. My dad is arguing saying that he doesn't need to provide certified copies and just regular copies of what he already has at home.

We've been arguing about this for the past 4-5 days! I am seeing it that the check boxes aren't meant to be by those 2 paragraphs (following the one saying he needs to send in 09,10,11 returns). I took those 2 paragraphs as simply information about what the X'ed cosponsor needs to exactly do.

How is everyone else understanding this???

The beneficiary says she reads it as not needing certified copies, but thing is she was already wrong on some other bits of information so I am hesitant to take her word for it. They did have a lawyer dealing with these things, but dude dropped out because he wanted more money if they wanted him to do more paperwork...o_O

Hope someone can help out. I am totally confused now and not sure what type of returns he's meant to send in. They won't even contact the consulate to ask. *flips tables*

P.S. Sorry if this isn't very on topic in this sub-forum...it is related to CR-1 Spouse visas, I wasn't sure where it should be placed on the boards for the best help. Her husband is a US citizen and she's still in China. This immigration process has been going for about 6 years now from what I've been told.

Also, I came to this conclusion with the check boxes because the last paragraph (that has black marker on it now) is only informational and still has a check box sitting next to it. I am seeing them as bullet points that were failed to be removed.

Saw the reply! Thanks. :) - Google wasn't being my friend today! I must be using bad search terms!

Now I just need to see if anyone understands the document I attached to this topic! We really are confused about the tax return section of that consulate request. Let me know if you understand it. We just need to know if he is supposed to have the IRS send certified copies or just send the copies he has at home. The check boxes are throwing us off since not sure if certified copies are only needed if there's a mark on those boxes (boxes that seem to not belong there seeing how the paragraph is coming off as just information)

Dad is right, he only needs to send copies of 3 most recent returns with all schedules, W2's, and 1099's attached (that he has at home).

Only the checked boxes are what they are asking for. They would have checked additional boxes if they wanted IRS certified/directly sent returns. Photocopies or computer print-outs of the returns are acceptable in his case.

Attach a copy of the RFE on top & make sure case# & Names are on all other things asked for.

07/05/2011: DS-3032 email received

07/05/2011: DS-3032 emailed

06/22/2012: Medical @ Knightsbridge

06/29/2012: Interview 8am-Result: Pending
