case not called up for interview are they on archeives?

Timeline

A friend did won DV 2008 and his case was not called up for interview because they did not reach his number that year. He did filed back then with his now ex-wife whom he divorced two years ago. He has won the DV 2013 which he played as single. This is his problem, they did their divorce at a customary court cause it was cheaper. He doubts if the Embassy will recognize it and he really don`t wana spend that much going through judicial court. While I have given him the number of Embassy in his country to find out if they do recognize a divorce degree from a customary court, he want to know if any one out there do have an idea on whether Kentucky Consular Center(KCC) keep archives for those who case numbers where not reached during the pass years. He never did finger print any where.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
