I do not know whether they will get Visitor Visa's, but a future immigrant petition would not stop them using it.

We plan to request tourism visa for both of us.

I'm going to buy a apartment in my country and this along with my car and my family will highly increase our ties to our country.

I think his point is that buying property in home country doesn't stop someone from living lawfully/unlawfully in the US.
