How long before NVC gets petition?

I'm really annoyed. It's been three weeks since my petition was approved and the NVC still hasn't received it. They kept saying 15 business days, today was the 15th business day. They then tell me to email them to see what happened. Is this normal? After waiting 4 months of torture, this is supposed to be a breeze and start scheduling the medical and interview, and they haven't received my petition... How long does it take???

12/21/2011 - Last updated by USCIS
04/12/2012 - Approved!
05/08/2012 - NVC received
05/09/2012 - Left NVC
05/14/2012 - Received at Consulate
06/25/2012 - Interview at Consulate, APPROVED!!!!
07/07/2012 - POE at JFK, easy.

09/28/2012 - Mailed I-485
11/09/2012 - Appointment for Biometrics
12/08/2012 - EAD and AP Card arrived in mail. No updates to USCIS website.
07/26/2013 - Approved, no interview.

04/30/2015 - Mailed I-751

06/03/2015 - Appointment for Biometrics

02/29/2016 - Approved, no interview.

03/14/2016 - Received 10-year Card

I got my approval on the 25th of April and just called NVC and got the same answer of 15 business days I hope they don't tell me that when the 15th business day arrives. Who did they say to email NVC or USCIS and what's the difference between an email and a live person on the line? I thought the robo talk was over with once USCIS approved the petition but seems like it continues.

04/09/15-Mailed ROC

04/10/2015-Package received

04/14/2015-Check cashed

06/02/2015-Called Service Center (still no NOA1) Service request found out wrong address on paperwork! :(

06/03/2015-Called to get address updated Ar11 online add change didnt work-got infopass for June 10th

06/10/2015-Went to info pass appt. Hubby got a 1yr. Extension stamp in his passport and biometrics done

08/12/2015-ROC Approved. Got letter in the mail.

08/29/2015-received new card in the mail.
