It means i can email DS-3032 right away and don't have to wait for NVC to generate a new DS-3032?

No, you don't have to wait on NVC to send you any thing, if you wait on them you'll wait a very long time. Call everyday, as soon as they give you a case number, hang up and send the DS-3032 template that's in the NVC May filers thread.

USCIS- 260 Days

6/8/11~ Mailed I-130 Application, withdrew Canadian PR application
6/16/11~ NOA1 email and text message Case routed to CSC (Priority Date)
7/12/11~ The 'Money Order' Incident/Returned to Tennessee

Does NVC send everything to both the agent and the petitioner?

In my case (I am the agent for my son) they send emails to both my email and my son's email. I don't know in the case where the agent is the lawyer if they would do the same. Also I don't know if this is just for emails or all communications in general.

Maybe someone else has a different answer.

I don't know, because I didn't wait for NVC to send me anything. I was proactive and made it through NVC in 25 days. If you wait, it will take substantially longer

Somethings they do, some they don't. The person chosen as agent does get everything by email. If you are proactive and call NVC everyday, and have all your forms and documents together, you can get through NVC very fast. I got through in 19 days with an RFE on my AOS package.

Even though a G-28 was filed, you're not stuck with the lawyer. I've been thru this as well myself. I simply called NVC and told them to remove my no good for nothing lawyer and appoint myself as the agent. There were no delays. Getting rid of the middle man (lawyer) sped the process up. Good luck.
