There's a EP wiki page up in the WIKI by Saylin,

though it's specific to CANADA,

the intake for MEP is exactly the same.

So please, find it, read it a bit...

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.

If you are eligible for the electronic processing, you scan the documents in to an email attachment for both the DS-260 and the I-864. You will send that to the email address provided by NVC. you will then take your originals to the consulate/embassy for the CO to visually inspect them.

go to the forum here, which will be replaced tomorrow with NVC April: read the first two posts it will answer a lot of questions. http://www.visajourney.com/forums/topic/354975-nvc-filers-march-2012/
