DFA Fingerprints Help????

Ok here it goes. My fiance is needing to get a police certificate from Qatar. One of the requirements are that they need is they need a copy of her fingerprints from the police and signed off by the dfa. Does that mean that the dfa is notarizing them so to speak that they are valid?

She needs to do her fingerprinting from the NBI, then NBI will send it to the DFA for authentication, she will pick it up from there after a week.

It says literally from "Must have the fingerprints from the Police department and authenticated by the DFA". We are thinking from her local pulis station, not all the way at the NBI. That's alittle over the top don't you think?
