MY FIANCE IS ABOUT TO DO THE LETTER OF INTENT WHAT WOULD BE THE FILING LOCATION HE LIVES IN LONDON, I LIVE IN GEORGIA U.S. AND WOULD THE U.S. EMBASSY BE THE ONE IN LONDON? IM CONFUSED. HELP!! THANK YOU

The letter of intent goes in the package you send to the USCIS. Both of you put one in the package. There is no need to put a filing location on the letter.

You can put it to whatever address you want -- the USCIS, the embassy, etc. The most important part of that letter is stating you're both free to marry, will do so within 90 days, and is signed.

Also, typing in all caps = yelling. We don't want to wear hearing aids, so please turn down the volume.

the addresses just make it look more professional but i dont think that USCIS honestly cares so long as it states that you are free to marry and will do so within 90 days. put your address and then "to whom it may concern" or something like that and it will be fine
