I'm a petitioner ,My problem is I'm newly work in U.S Air Force since this is my 1st job here in U.S,I dont have any past taxes record in IRS,my annual income is around $50,000 for 2 household me and my (beneficiary)wife,I have bank account worth of $45,000.Do I need to get letter of explanation that I don't have 3yrs Income Tax Return?Do I need co sponsor who have past taxes?This can be a problem in NVC or during my interview?.....

Yes you need to get a co-sponsor and you can also use your assets to support the I-864. NVC will not send the documents to the embassy for interview until you provide the affidavit of support.

You may or may not need a joint sponsor. How long have you been employed at your current job? If you've got several months or more of employment that may be sufficient. Lining up a joint sponsor may be a wise thing. Better to have one and not need them, then find out later and experience a delay.

You can explain why you were not required to file tax returns (page 8, I-864 instructions). You would write this explanation letter, not obtain it from a government agency.

Remember that the US taxes on worldwide income, not just income earned in the US. So, if you earned above the income requirement while a Green Card holder or US citizen you ought to have filed a tax return in the past. If necessary, see the irs.gov website to learn the income requirements along with information about foreign income exemption.

Your current income exceeds 125% of the Poverty Guidelines for a family of two -- your income is sufficient. You can include a cover letter with the I-864 explaining you had no employment in the previous years, hence, no three years of income tax returns. Include a letter from your employer indicating your annual income and include recent pay stubs.
