My wife's card expires on 05/20/2012. I believe she needs to file her removal of conditions by 02/20/2012. My question is:

Do the forms have to be in the USCIS office by 02/20/2012 or the stamp from the post office has to confirm that the forms were mailed on 02/20/2012

Cannot file before 2/20/2012. The forms must be received by USCIS before 5/19/2012.

you can send in your roc application within 90 days from 2/2o/2012. if you send it in before the 90 days, uscis will send back your application. you can send it in after 2/20/2012 but uscis has to received it before 5/20/2012.
