Hey guys, on the I-130 form, I need some advice for question #13 in part B. my wife is an US citizen who was born at the US military base in Germany to American parents. Then her parents filed for her birth certificates (form FS-545) after birth.

So i selected box C, but my question is should i select Yes or NO on the bottom?

C: Parents. Have you obtained a certificate of citizenship in your own name?

Yes, give certificate # , date and place of issuance

No.

im bit confused by the question..

any help is appreciated! Thanks!!

What kind of visa or Adjustment of Status are you going for?

Surely if she is born on a military base she is a natural born US citizen, ie has no certificate of any kind?

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Contrary to popular belief, birth on a US military base abroad does not qualify as "birth in the U.S." http://www.state.gov/documents/organization/86755.pdf

Your wife acquired her U.S. citizenship through her parents. She most likely would not have obtained a certificate of citizenship, as the Consular Report of Birth Abroad constitutes proof of U.S. citizenship. She would answer "no" to that question.

Improved USCIS Form G-325A (Biographic Information)

Form field input font changed to allow entry of dates in the specified format and to provide more space for addresses and employment history. This is the 6/12/09 version of the form; the current version is 8/8/11, but previous versions are accepted per the USCIS forms page.
