We just sent in our I-130 package, and are already planning the NVC stage.

I know that along with the IV application, I'll have to include a birth, police and military certificate.

I can have all these documents issued in English here in Norway, but I have a question regarding the police certificate.

It says I need a certificate from each country I have resided in for more than one year. I've been in the US on non-immigrant visas on numerous occasions, and my last stay in F-1 status I was in the US continuously for more than 2 years. I also had a J-1 visa from when I was an exchange student for 13 months, and on my first F-1 visa I was in the US for a total of almost 3 years.

My only "run-in" with the law in the US have been two minor traffic violations (infraction). I was also once transported by police to a detox clinic once after being drunk in public on one occasion, but they said it wasn't an arrest, and they didn't take my fingerprints etc.

I have never actually been a resident in the US, nor have I ever held any type of visa other than J-1, F-1 or short visa waiver visits.

Question is:

1. Will I need to obtain a police certificate from the United States?

2. As for the detox clinic, should I state that I was arrested on the IV visa application? - I was handcuffed, but the police said it doesn't go on record, informed me it wasn't an arrest, and I was basically just released at a volunteer detox clinic to spend the night. They didn't take fingerprints.

3. I was called into mandatory military service here 4 years ago. Spent about 2 weeks there and was sent home because I suffer from frequent migraines. A year later I received a letter saying I was exempt from military service. Do I write 'no' in the question of whether I've ever been in the military, and include this letter?
